That single fact changes dock design here: a fixed structure sits at a predictable height year-round instead of being built to accommodate several feet of daily tidal swing.
The tradeoff is that a dock here is designed around the harbour's managed level rather than the broader tidal-range guidance that governs sound and creek frontage elsewhere on the island — a Windmill Harbour dock and a Broad Creek dock a mile away are solving genuinely different engineering problems even though both are called "private docks."
New construction and any addition still goes through the same SCDES Critical Area review as elsewhere on the island — a locked harbour doesn't sit outside state jurisdiction, it just changes what the drawings need to show. Elevation is specified against the harbour's managed pool level rather than against mean high water, which is the detail an out-of-market design firm most often gets wrong on a first pass.
Designing to a constant water level
A constant water level means a fixed pierhead can be set at a single, known elevation and stay at a workable boarding height every day of the year, without the floating sections or long gangways that a large tidal range elsewhere on the island typically requires.
That simplifies dock design here relative to open tidal frontage, but it doesn't remove the need for sound piling work below the harbour's controlled waterline — pluff mud and marine-borer exposure are still present, just without the twice-daily wet-dry cycling that accelerates wear elsewhere.
It also changes what a walkway and pierhead look like on paper: instead of designing a structure to work across several feet of vertical swing, the design works to one fixed reference elevation, which typically means a shorter, flatter walkway run than the same property would need on open tidal frontage.

A boat lift inside the harbour is set to one known water level rather than sized for tidal travel, which simplifies capacity and travel calculations relative to open tidal frontage — the lift doesn't need to clear several feet of swing between dead low and high tide.
Sizing still runs on the boat's actual loaded weight, not its dry weight, and the lift still needs dock structure underneath it capable of carrying the added point loads — the harbour's constant level changes the travel calculation, not the capacity one.
A lift added to an existing Windmill Harbour dock is still reviewed under the same general-permit framework used island-wide for dock additions, and still has to meet the open-sided, no-enclosure standard state regulation sets for any boatlift.
What still needs watching here
A controlled water level doesn't mean zero maintenance. Hardware still sees continuous brackish exposure and corrosion risk, and pilings still need periodic inspection for borer damage and fixity in the mud below the harbour floor, even without the daily tidal cycling that accelerates wear elsewhere on the island.
What's different here is what tends to go unnoticed: without a visible tide line rising and falling, some of the usual visual cues for dock trouble — a piling exposed differently at low tide, a float sitting oddly — simply aren't present, so inspection has to be more deliberate rather than incidental.
A locked harbour also doesn't mean shelter from wind. Hurricane-force wind and debris still reach Windmill Harbour the same as anywhere else on the island; what the lock controls is water level, not wind or wave energy generated inside the harbour itself. Lift and dock hardware here still needs the same pre-storm check as structures on open tidal frontage.
Working inside the harbour: access and scheduling
Work inside a locked harbour is scheduled around the lock's own operation and the harbour's access rules, rather than around the tide windows that govern barge access on open creek or sound frontage.
We coordinate equipment access and scheduling directly with what the harbour and its management allow, since the usual tide-window planning used elsewhere on the island doesn't apply the same way inside a controlled harbour.
That coordination extends to material delivery and staging as well — a barge or supply vessel entering the harbour works around the lock's schedule, which is a fixed constraint rather than the flexible, tide-driven window used for open-water work.
Property owners' association and architectural review
Windmill Harbour's property owners' association (POA) and architectural review board (ARB) review dock and lift projects on their own submission requirements, separate from and in addition to SCDES review — required before or alongside the state permit, not instead of it.
