Can I build a bridge across the marsh to my dock?

Crossing tidal wetland is permitted work, and approvals turn on minimising disturbance: span length, pile spacing, deck width, and construction access are all reviewed. A crossing built with the right span and access plan touches very little marsh, which is usually what makes it approvable.

Can I build a bridge across the marsh to my dock?

The first-navigable-creek rule exists to limit how much marsh gets crossed, not to block reasonable access — a crossing built with the right span and pile spacing touches very little marsh in practice, which is usually what makes a well-designed application approvable.

The same standard applies whether the crossing is a simple elevated walkway or a more substantial private bridge — the review looks at disturbance footprint and destination creek regardless of how the structure is described, so a project's classification doesn't change what SCDES actually evaluates.

Span, pile spacing, and disturbance footprint

Span length and pile spacing are what determine how much of the marsh a crossing actually disturbs — longer spans between fewer, more widely spaced piles shade and disturb less marsh grass than a structure with piles set every few feet.

Deck width is reviewed the same way: a walkway sized for its actual use, not built wider than necessary, keeps the crossing's footprint and its shading impact on marsh grass to a minimum, which matters both for the permit and for the health of the marsh the structure crosses.

There's a real engineering tradeoff behind this: fewer, longer spans mean each pile carries more load and needs a heavier connection, while more, shorter spans disturb more marsh but distribute load more simply. Working out where that tradeoff lands for a specific site is part of the design, not an afterthought.

Access and equipment on a wetland site

Building over active marsh means equipment can't simply drive to the site — access has to work around the wetland rather than through it, usually from a barge at high tide or from mats that spread load across the marsh surface without rutting it.

Construction access is planned around the same tide windows that govern any marine work here, with the added constraint that equipment on the marsh surface itself, if it's needed at all, has to avoid compacting or rutting the wetland the crossing is meant to protect.

Materials and decking over marsh

Decking over marsh uses the same salt- and UV-rated material logic as dock decking — continuous exposure to spray and sun, not occasional exposure — with the added detail that elevation above the marsh surface has to leave room for tidal flow and sunlight to reach the vegetation underneath.

State regulation requires walkways leading to a dock to sit at least 3 feet above mean high water, a standard that applies to a marsh-crossing walkway the same way it applies to any other approach walkway, and that clearance is also what keeps light reaching the marsh grass beneath the structure.

Handrails, where included, follow the same 36-inch height limit that applies to any dock walkway — a detail worth building into the design from the start rather than adjusting after a permit review flags it.

Permitting a marsh crossing

A marsh crossing is reviewed under the same Critical Area framework as the dock it leads to, with the added requirement that it demonstrate the first-navigable-creek and minimal-disturbance standards specific to crossings — it's typically submitted as part of the same application as the dock itself rather than as a separate permit.

Maintenance a crossing needs here

A marsh crossing sees the same tidal and borer exposure as any other marine structure below the walkway, and the same wet-dry cycling at deck level — the maintenance pattern is the dock-repair pattern, just applied to a longer run of structure.

Because a crossing is often the sole access to a waterfront property, deferred maintenance here has a bigger consequence than on a shorter approach walkway: a failed connection mid-span cuts off access entirely rather than just inconveniencing one end of a dock.

A longer crossing also means more individual piles and connections to track over the structure's life, which is why a periodic inspection covering the full length — not just the ends nearest the house and the dock — is worth building into a maintenance routine from the start.
